Recently during my trip to Lusaka, Zambia, there was a decree by the Lusaka city council authorities on dogs. Every home was allowed to have not more than two dogs and have to be vaccinated.
That was the talk of the city with people who had more than two dogs making strategies of how to retine them without the knowledge of the council authorities.
This particular day while still waiting to go for the meeting with a friend, at the neighbourhood the dogs or puppies were barking. I just told my friend so those animals are reporting the whoever is hiding them. I think the owner had locked them up somewhere to keep them from being killed by the authorities. This is because you had more than two dogs, the council authorities would kill the rest and leave you with the number passed.
It is funy how even us humans especially children normally report parents who are hiding from a person they do not want to see say one they owe or not do not want to talk to.
